Are companies finally starting to wise up to the pitfalls of offshoring?

I met an Engineering director recently whose company is hiring more engineers in the U.S. and shrinking their India center. The reason for the move, he says, is that he finds the quality of work done by the engineers in India to be so poor that it isn't worth the lower salaries. They were alarmed by the number of bugs in the software written by the India team. He would rather hire 10 engineers here that he can trust than 40 cheap engineers in India.
